16th National Congress of Communist Party of China Closed in Beijing

It elects committees for Central Committee and Central Discipline Inspection Committee.

It permits some decisions including report about 15th Central Committee, report about Central Discipline Inspection Committee, and about Party Constitute of Chinese Communist Party (modified bill).
After finished various agendas in the conference, Jiang Zemin hosted the conference and pointed the conference plays an important historical influence for our Party and national development. The report of 15th Central Committee approved by this conference sticks on Party’s basic theory and route and includes basic experience of Chinese characteristic socialism built by people led by the Party. In addition, it promotes the fundamental requirement of implementing “Three Represents”, defines the goal for struggling in the new century and phase for all Party members, and allocates comprehensively for establishment of opening and reform and modernization, and promotes Party establishment. Conference report is the crystallization of the Party’s collective wisdom. It’s political announcement and action guidance in the new century and stage. The conference approves modified bill of Party constitution and has established the Party’s guideline as the importance thoughts, “Three Represents”, Marx Leninism, Mao Zedong thoughts and Deng Xiaoping theory. Moreover, it nails down the ultimate requirements of strengthening and improving Party’s establishment in the new trend, and sufficiently reflects new requirements for Party work and establishment in the new trend and the new task. In addition, it shows years of experience accumulated by the Party, which will promote new great project for Party’s improvement effectively. The conference elects new leaders for the new Central Committee, and has realized alternation of new and old leaders in the Party successfully. It also elects new Central Discipline Inspection Committee. All of these has great historical meaning, and will greatly encourage all Party and the people of all ethnic groups in China. It will advance with times, keeps on carving out and innovating to promote great career of China’s characteristic socialism.
Xinhua News Agency Nov 14th Beijing News: 16th National Congress of Communist Party of China, which possesses great historical significance, elects new Central Committee, Central Discipline Inspection Committee, and has approved some decisions on the 15th Central Committee reports. It successfully closed in the Great Hall of the People today.
16th NCCPC is the first congress opened in the new century, an important congress in the new trend of starting to implement the third step of strategy of socialism modern establishment. The conference calls on all communist members and the people of all ethnic groups of China to close the ranks around the Party so that to promote China’s characteristic socialism career ceaselessly and to create happy life and beautiful future!

Standing Committee members of the presidium of the conference sit at the front row of the chairman table. They are Jiang Zemin, Li Peng, Zhu Rongji, Li Ruihuan, Hu Jintao, Wei Jianxing, Li Lanqing, Ding Guangen, Tian Jiyun, Li Changchun, Li Tieying, Wu Bangguo, Wu Guanzheng, Chi Haotian, Zhang Wannian, Luo Gan, Jiang Chunyun, Jia Qinglin, Qian Qichen, Huang Ju, Wen Jiabao, Zeng Qinghong, Wu Yi, Qiao Shi, Song Ping, Liu Huaqing, Bo Yibo, Ye Xuanping, Song Jian and Cao Qingze.
At 9am, Jiang Zemin announces the beginning of the conference.
The Conference approves the list of two general vote inspectors and 36 vote inspectors.
2132 representatives and special representatives attended the conference vote secretly under the supervision of general vote inspector and vote inspector. It elects 16th Central Committee consisted 198 commissioners and 158 commissary candidates. Moreover, it elects 121 commissioners of Central Discipline Inspection Committee.
When the elected result announced, it arouses fierce applause.
After a while, the conference approves the decision about 15th Central Committee report. The conference authorized the report delivered by Jiang Zemin for representing 15th Central Committee. The conference thinks that the report illustrates profoundly some important issues such as what kind of flag should our Party hold, which road should the Party go, and what goal to realize. It allocates comprehensively for our country’s opening and reform, and construction of socialism modernization. It’s a political announcement and guideline for action for our Party united with all ethnic groups of China together keeps on improving in the new century and new stage.

The Congress highly appraises the work of 15th Central Committee. It agrees the conclusion of 13 years of great practice summarized by the 15th Central Committee since The Fourth Plenary Session of the 13th Central Committee of the Communist Party of China. It applauds the basic experience of the construction of China’s characteristic socialism lead by the Party. The congress agrees to ensure “Three Represents”, the important thought, as our Party’s guideline just like Matrix Leninism, Mao Zedong thoughts and Deng Xiaoping theory.
The congress points that the first two decades of 21st century is an important strategic period which we must catch hold of and are able to develop our skill to full. It agrees the goal of establishing moderate prosperity society comprehensively promoted by report. The goal plays an important significance for integrating the force of the Party and all ethnic groups of China, and to promote socialism modernization. The congress agrees the report about allocation about our country’s economy, politics, civilization construction and reform. It stresses to insist radical guideline of “Peaceful Unification, One Country Two Systems” and intercoastal relationships in nowadays, promotes Eight-Proposition for accelerating country’s peaceful unification and finally to realize comprehensive unification of our country.

The Congress approves the decision of work report about Central Discipline Inspection Committee. It affirms the work of Central Discipline Inspection Committee greatly.
The Congress approves the decision about Party Constitution of Communist Party of China (Modified Bill), which implemented since the date of approval. The congress agrees Communist Party of China is the pioneer of China’s worker class, and the pioneer of the People and nation. It’s the core of China’s characteristic socialism career. It represents developing requirements of China’s advanced production force, represents improvement direction for China’s advanced culture, and represents fundamental interest of the people. The Party’s highest ideal and final goal is to realize communism.
The Congress agrees to consider “Three Represents” together with Marx Leninism, Mao Zedong thoughts and Deng Xiaoping theory as the Party’s action guideline. The important thought, “Three Represents”, is the guiding thought that our Party must sticks on it for long term.

The Congress considers to stick and perfect basic economic system which gives priority to public system and develops with multi-ownership economy together, and insisting and perfecting allocation system which gives priority to distribution according to work and existing with multi-distribution system. In addition, it implements the strategy of rejuvenating the country through science and education and the strategy of sustainable development, promotes harmonious development of socialism material civilization, political civilization and ethical civilization, actualizes managing state affairs according to laws and found socialism nomocracy country. The combination of managing state affairs according to laws and moral is an important achievement acquired by our Party during the practice of China’s characteristic socialism construction. All of these written in Party constitution benefits for all Party members to implement Party’s guideline and policy consciously and confirmedly so that to create new phase of China’s characteristic socialism.
The Congress believes, over 18 years old of workers, peasants, solders, intellectuals and other advanced people in other phases in the society who like to admit Party’s constitute, and would like to participate Party organization, to work actively and implement Party’s decision, to pay Party fee regularly can apply to join in the Party. This benefits for intensifying Party’s rank foundation and enlarging crowd base so that to enhance cohesion force and influence force in the whole society.

The Congress believes that some requirements play significant role in promoting new great project of Party’s construction comprehensively. These requirements include the adaptation of new trend and task, absorption of new experience during years of self-construction, Party construction, guidance and obligation for Party Member in Party constitution, internal official business and decision-making basic system, Party’s fundamental construction, basic qualifications for Party leaders in various levels, main task for Party’s discipline inspection department, Party’s position and tasks.
After accomplishing various agendas, Jiang Zemin delivered speech in fierce applause. He said all of agendas in the 16th National Congress of Communist Party of China has successfully accomplished. This Congress is successfully for all representatives common efforts. It’s a united conference, a triumphal conference, an encouraging conference.

Jiang Zemin points that many countries’ Party and organizations send mails and telegrams for congratulating us during the Congress. We also receive congratulations from various democracy Parties in domestic, National Business Association and persons from all circles. The people congratulate to our Congress by various methods. After the election, some persons who are non-Party personage but have used to be vice-chairman of Standing Committee of National People’s Congress, cochairman of National Politics Association, various democracy clans center, national business association principal and non-Party personage such as Rong Yiren, Pabala-Ge Lie Lang Jie, Wang Guangying, Wu Jieping, He Luli, Ding Shisun, Cheng Siwei, Xu Jialu, Jiang Zhenghua, A Pei-A Wang Jin Mei, Qian Weichang, Ding Guangzhou, Sun Fuling, Huo Yingdong, Ma Wanqi, Wan Guoquan, Jing Shuping, Luo Haocai, Zhang Kehui, Zhou Tienong, Wang Wenyuan, Sun Qimeng and so on attend the conference and sit in front of the chairman table. Relative Party members attend the Congress too.
